Open dataset register template

Purpose

This seeded dataset entry gives the team a public template for documenting how a dataset can be reused without hiding its assumptions.

Minimum fields

1. Licence and citation text.
2. Schema notes and known null behaviour.
3. Collection method, coverage, and update cadence.

Reader trust signals

The public read route should make provenance, review status, and revision visible alongside the narrative content.

Limits

Readers still need a clear statement of what the dataset does not support, especially when the source has geographic, temporal, or licensing gaps.
